Job Announcement - Russian Speaking Resident Services Specialist

SUMMARY

Provide services to residents of permanent affordable housing.  The Russian speaking Resident Services Specialist II (RSS-II) will work with residents, property managers, community organizations, and the Resident Services Manager to identify resident needs, coordinate and implement programs and services, foster community cohesion, and provide information and referral.  RSS-II will maintain and establish strong links with the local school district to increase parents and students connection to school. Some portion of RSS-II time will be spent in local schools. This position requires creative thinking and desire to work with low-income population.  Consistent and ongoing outreach to families is required to engage families with Resident Services and other community partners The RSS-II will work independently, carrying out specialized programs; and/or implementing partnerships with community organizations. This position also requires the RSS-II to teach financial literacy classes to residents.

 HOURS: 40 hours per week, Monday through Friday; this is a non-exempt position requiring a flexible schedule with evening or weekend hours depending on activities or program schedules.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include some or all of the following. Other duties and responsibilities may be assigned.

Provide information and referral to residents; advocate for residents to secure needed services and resources for which they are eligible. Work directly with individual residents and tenant groups to understand their needs and wants and work toward achieving their goals. Coordinate with property managers on issues relating to resident behavior and welfare, project stability, livability, safety and health. Identify opportunities for, and develop or expand partnerships with local school districts, community organizations, and other groups or individuals in order to enhance resident services programming, increase potential for school success, and offer skill building and community involvement opportunities for residents. Maintain effective relationships with organizational partners, community institutions, and individual and community volunteers to support programs and activities for adults and children.  Work independently or as part of a team with Resident Services Manager, other Resident Services Specialists, and other community partners to provide skill building classes, summer lunch programs, afterschool programs, cultural enrichment opportunities, and other services as identified. Plan, organize and facilitate community meetings, focus groups, and other group activities involving one or more project sites. Provide mediation to remedy disputes between property management and residents and between resident families. Maintain community room(s) so that activities are provided in a safe environment; enhance community spaces to support activities and programs for adults and children. Create and distribute monthly activity calendars. Distribute information to residents through property managers, community bulletin boards or direct contact with residents. Prepare and submit required reports in a timely manner. Attend agency staff meetings and represent the agency at community meetings as assigned.

SUPERVISORY RESPONSIBILITIES

This position typically will supervise individual volunteers or small groups of volunteers as required; the RSS-II will also coordinate one or more programs and partnerships serving residents at a single or multiple projects.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge and /or ability required.

§         Bachelor’s degree in social science or related area, or equivalent additional experience.

§         Ability to speak English and Russian, and to communicate effectively both orally and in writing in both languages.

§         Minimum of three years experience working in community organizing, human services or related field.

§         Respect for diverse cultural, economic and social background of residents; and demonstrated knowledge of issues facing low-income families.

§         Demonstrated skills or experience in communicating with families regarding their needs and maintaining confidentiality.

§         Ability to work independently and exercise sound judgment regarding work tasks and responsibilities

§         Demonstrated ability to communicate effectively both orally and in writing.

§         Demonstrated ability to manage, organize, and prioritize many diverse and concurrent activities and responsibilities.

§         Demonstrated ability to initiate, develop and maintain productive working relationships within Human Solutions, with public and private agencies, the general public and residents.

§         Ability to prepare and maintain clear, accurate, complete and timely records and reports.

§         Proficiency in Microsoft Word, Excel and Publisher.

Teaching financial literacy curriculum is a requirement of this position. Some supervisory experience is necessary.
