Founded in 1965, Community Action’s legacy of excellence spans 45 years and is the oldest and most comprehensive private, not-for-profit human service organization in Washington County. In just over four decades Community Action has grown from a grassroots effort organized around the War on Poverty to a multi-million dollar agency delivering effective strategies to address poverty in the new economy. Community Action works in partnership with the community to address the causes and conditions of poverty and to assist low-income families achieve self-determination. The organization employs over 330 staff out of 44 different locations and responds annually to over 32,000 requests for help.

Reporting to the Executive Director, the Human Resources Director serves as a key member of the organization’s five-person leadership team and supervises three staff including two HR Generalists and a Benefits Specialist. The Human Resources Director is responsible for planning and overseeing all human resource strategies. This includes, but is not limited to, recruitment, orientation and retention, salary and benefits administration, employee relations, employment law, dispute resolution, staff development and performance appraisals. The Director develops and monitors the human resources budget, policies and systems, and develops and mentors the staff needed to produce strong and consistent results.

Community Action is seeking a Human Resources Director who shares the organization’s passion for the mission and accountability to their staff, clients, funders and community. The Human Resources Director exercises sound judgment in effectively disseminating and sharing relevant human resources information throughout the agency with a strong ability to remain neutral and objective. The Human Resources Director is a transparent collaborator with a proven track record of displaying consistency through words and actions. The Director is known for creating and maintaining structure with the emotional maturity to influence and elevate the organization’s knowledge of human resources. The ideal candidate is a trusted partner with a natural tendency towards authentic relationship building. The Human Resources Director routinely sees the big picture and respects the need to protect both employees and the organization. A valued partner, the Director contributes to an inclusive environment and works to bring all staff, supervisors, managers, and directors to a level playing field in the areas of human resources.

Bachelor’s degree in Human Resources, Business or related field and 5-7 years progressive professional human resources experience, with direct management of a full-service human resources department is required. A leader with high-level expertise in guiding and overseeing the human resource needs of a large and diverse staff that operates out of multiple facilities is essential. Experience with recruitment and employment including orientation, performance evaluations, employee development, training and succession planning is required as is experience with employee relations, regulatory compliance, policy development, compensation and benefits administration. Candidates must demonstrate a proven proficiency with HRIS, databases, spread sheets, word processing, PowerPoint, charting and other standard technology tools. PHR/SPHR is preferred.
