THE POSITION:

The IT Telecommunications and Wide Area Network (WAN) workgroups design implement and support the data and voice communications infrastructure for Multnomah County and a number of partner organizations. Services provided by the groups include telephones, mobile phones, call center systems, Internet access and data communications.

This IT Project Manager 1 position will be a Limited Duration Appointment, hired to manage the IT "Network Convergence Project", a large scale VoIP/Unified Communications project. The Convergence project is a Board approved, debt funded project that will redefine the County's data network architecture then identify, purchase and implement a new County-wide phone system. The Convergence project is expected to take two to three years to complete and will be funded by approximately $3 million in bond revenue dollars. This project manager will be responsible for coordinating all project activities including; planning project activities, identifying requirements and dependencies, monitoring project progress and managing project resources.

Customer Interface • Meet with customers and stakeholders on a regular basis to understand and document their current business processes. • Identify future business needs, especially from a strategic perspective and be able to implement appropriate voice and data technologies to address them. • Develop customer needs assessment processes and tools, e.g. surveys, interviews or assessments. • Develop a thorough understanding of available IT resources, capabilities and tools then apply them to the Convergence project. • Coordinate work with County partners, e.g. City of Portland, State of Oregon

Project Management • Manage all stages of the Convergence project, including planning, implementing and monitoring activities. • Work with Telecommunications and Wide Area Network group to develop project plans and activities with appropriate tasks, resources, milestones, cost analysis and timelines. • Possess strong written and verbal communication skills with the ability to drive consensus among stakeholders and team members. • Work with multiple groups including customers, external agencies, and other departments to plan and implement the project. • Create and maintain project plans and related project documentation including project definition, scope, and budget. • Manage project members in the development of business cases, requirements, business process analysis, user acceptance cases, user training programs and other project activities as appropriate. • Monitor project and communicate status to customers, stakeholders, IT Management and others on a regular basis. Provide status reports on a regular basis. • Work with project sponsors to resolve issues, address changes and identify risks. Responsible for all project communications for assigned projects. • Manage issue tracking and resolution for project. • Throughout project lifecycle, define and conduct phase reviews interfacing with other IT Teams and customers as necessary. • Communicate and assist with prioritization of project activities and dependencies. • Communicate knowledge of existing IT resources and capabilities to customers to maximize utilization and minimize redundancy. • PMP or advanced Project Management methodology training is preferred.

Communication and Training Plans • Develop effective communication plan and coordinate throughout project life-cycle. Identify different stakeholder groups and the most appropriate way to communication with each. Define the frequency for communicating with each group. • Develop training plan for rollout to customers and staff and manage training as a critical component of the overall project. Define training requirements for each user group, the most effective training delivery model, and the resource requirements to ensure the overall success of the project. • Work effectively with Talent Development team and Public Affairs Office to appropriately address these critical project components.

Systems, Tools and Methodologies • Intermediate knowledge and skill (2 – 3 years) using Agile Software Lifecycle Development Methodologies to deliver custom developed complex business systems. • Intermediate knowledge and skill (2 – 3 years) sizing and prioritizing requests for programming changes or for development of new systems. • Intermediate knowledge and skill (2-3 years) conducting user acceptance testing (UAT).

Customer Support • Advanced knowledge and skill (3 – 5 years) analyzing customer business processes and recommending simplified or more efficient processes (process improvement). • Advanced skill (3 – 5 years) troubleshooting customer issues to determine cause, workarounds, and analysis to develop requests for programming changes when appropriate. • Advanced knowledge and skill (3 – 5 years) providing consulting support to system owners and users requesting technology solutions.

TO QUALIFY:

In order to meet the screening qualifications for this recruitment, applicants must have a combination of education and experience equivalent to that outlined below, plus any other listed screening qualifications. The following guidelines will be used in evaluating applications. Hours less than 40 per week will be prorated. Relevant experience may substitute for the required education on a year-for-year basis. Relevant education may substitute for some or all of the required experience. Post-high school education will be credited on the basis of 30 semester hours or 45 quarter hours equal one year.

Experience: 3 or more years of industry related in moderately complex project management. Advanced project management experience in the areas of IT Voice Communications and/or Networking is also required. Professional certification in Project Management is desired. AND

Training: Bachelor’s Degree in Computer Science, Information Systems, Business Administration or a related field.
