POSITION SUMMARY: Responsible for the daily management and oversight of the Weatherization Program including; planning, program development, reporting, supervision of staff, administration n of contracts, budget development, budget monitoring and ensuring compliance with local, state and federal grant requirements. The Weatherization Program helps families reduce energy cost through conservation services. The program manager for this department will be responsible for managing State and Federal grant funds which include following many comprehensive program requirements. The budget for the services provided by the Weatherization Department in 2009-2010 was 3.3 million dollars.

ESSENTIAL DUTIES AND RESPONSIBILITIES: • Responsible for planning, development and implementation of all aspects of the Weatherization Program. • Responsible for the development of subcontracts with private sector firms for the provision of weatherization services. Subcontracts must be administered and monitored by the Weatherization Program Manager which requires knowledge of construction principals as it relates to weatherization and energy conservation. • Hire, train, supervise and evaluate program staff. Provide frequent support and feedback, encourage professional development and prioritize work assignments. • Provide leadership to the agency and the community related to Weatherization issues. • Build and maintain community partnerships. • Ensure that the inventory control system is maintained and includes weatherization equipment and materials. The system must also include evaluation and maintenance of equipment and materials. • Assist the Director in the development and monitoring of program budgets and annual work plans. • Ensure that program data gathering and reporting is accomplished in accordance with local, state, and federal requirements and completed by deadlines set. • Coordinate weatherization activities with utility and other public and private sector programs as well as property owners to maximize the effective expenditure of agency funds. • Ensure that programs operate within agency and funder policies, requirements and regulations. • Lead contact for the Weatherization Office Building. • Perform other duties as assigned by management.

Salary / Pay Rate:$21.96 - $27.46
Required Skills and Abilities:QUALIFICATIONS: Required: • A Bachelors degree with a relevant emphasis in the areas of weatherization and energy conservation and a minimum of three years of increasingly responsible management experience comprised of weatherization and energy conservation, contract administration and management; and development and monitoring of highly complex budgets, OR seven years related increasingly responsible management experience with the same composition. • Able to accurately perform recordkeeping and reporting procedures to remain compliant with federal and state grant requirements. • Able to supervise staff with diverse skills and job duties. • Advanced computer skills necessary including using and managing databases, data manipulation and ability to design and run reports. • Must be proficient in Microsoft Office applications. • Able to work as a team member, as well as independently, managing time and resources effectively. • Able to communicate ideas and information clearly and effectively both verbally and written. Preferred: • Construction industry experience preferred. • Experience in purchasing and inventory control is preferred.
